Cannot view downloaded pdf files to dropbox

PDF links not working after files are sent via Dropbox or by server. I have a folder containing a "table of contents" PDF and three subfolders with various PDFs inside them. The TOC PDF has links to the inner folders' PDFs. It works fine on my Mac, and I placed the whole setup on a flash drive and tried it out on my wife's and daughters's PCs.
